What exactly do BARLA offer to its Junior members?

What exactly do BARLA offer to its Junior members?
A simple question, I can only think of Insurance and the management of cup competitions at u14s and u16s.
Both of the above could be managed by RL Services who also
Provide player registration services and produce cards.
Offer all of our coaching courses
Facilitate referees and their courses to allow games to go ahead.
Thoughts?

As the question is very similar in context as the one posted by sam yesterday,
It may be better if one answer was given to both, by the Board of Management, Chair or Vice.

With all due respect Lee they are two very different cases and will require two answers pertinant directly to the age groups concerned. For example, there is no point answering that "representative honours" are something that can be achieved with BARLA when our younger age-groups have no representive BARLA teams. Lee, this is the BARLA forum, professing to provide openness and transparency. The section heading is "Questions to BARLA". The question was asked on Sunday. It is now Friday and nobody from BARLA has bothered to offer an answer.

just to give an update..
I have presented both questions,
I have been informed that a detailed answer is forthcoming, but this may be after a holding statement.
The reason for this, is that it is a very open ended generalised question, Spen Allison was more than happy to give me his thoughts on this during the week, but felt that rather than an individual commenting, that he would present the questions to the board of management, so the response is signed off by all, and not just the chairman. I believe they are meeting this weekend.

It's on the main website Mick. Surprise,surprise neither of our questions have properly been addressed.All I get is a rallying cry for the good of the amateurs and a side swipe at RFL/RLS There's nothing there to take to my clubs and I can only conclude that is either because they have no one who can answer the question(s) posed or there is no answer.That tells me that NCL will lose nothing if it leaves Barla, and that your Juniors only get a forum/council.We all know how far that got you before. Surely I've got to be wrong? |

The BARLA constitution is what the Board of management deliver. Nothing different to when you were President for 8 years and influential in setting out the direction of BARLA before up BARLA’s Flagship NCL presidents post.
The Aims and Objectives are clearly stated in the BARLA Constitution and can be found on the BARLA web site.
Reminder of one of the Aims (2.2)
To be the GOVERNING body for Rugby league at AMATEUR level throughout Britain and Ireland.
True Amateur representatives need to consider who really has the interest of the Amateur game at heart.
BARLA or the RFL
I have no issue at being a partner (stakeholder) with the RFL under the leadership of Richard Lewis and the Community Board, but I do not represent the Aims and objectives of BARLA under its constitution to be governed and controlled by the RFL.
After becoming a partner what have the RFL really delivered.
My challenge is nothing different to what BARLA provided from West Yorkshire House.
The change being the funding was moved to the RFL and they took over the employment of the staff.
The Amateur game is about Open Age and Youth and Juniors WORKING TOGETHER. Amateur Clubs, Leagues and players.
We have an Open-Age Council and a Youth and Junior Council so make them work by attending and raising concerns and taking the Amateur game forward. Leaving the association or becoming associate members is not the right way to move the Amateur game forward, other than for personnel gain (job with the RFL)

Thank you for your response John but the question raised by me on my members behalf is very specific. I would appreciate a direct response to the point raised. I have spent all my working life asking difficult questions and we both know what I am seeking. If the answer is 'nothing' or 'an appeal system' or indeed whatever then just say so..I can live with that and take it back to the clubs when we next meet with them. No doubt the wider debate needed will then take place and that is where your response thus far made is perhaps of more relevance. The NCL management are not uncomfortable with their position as associate members.It allows a foot in more than one camp, which obviously makes sense in sport as in other walks of life. The NCL are realistic enough to know that our views will get nowhere at Board or Council level and we cannot of course even raise them since your now infamous SGM gagging us all. Barla's apparent lack of interest in our wellbeing is evidenced by them not taking up any position with NCL since Tommy Taylor's demise,a refusal/inability to discuss the fixture calendar,at times chaotic and downright bad disciplinary procedures-I could go on Perhaps you now see why the question was phrased as it was.There is of course always room for talk. Spen was invited to speak up for Barla when present at the Club's meeting last monday, but for some reason declined. Finally I am not sure what the reference to personal gain and the RFL is all about.If you're referring to me,be VERY careful. I am no septuagenarian female pensioner (nice little old lady to anyone else reading this) .If you move the game onto my playing field ,I can guarantee you a big score !! Enjoy the day Peter |

Vice chair instead of quoting the constitution , a constitution which in many grass roots volunteers is in dis-repute.

BARLA are not going to get into ping pong exchanges over any question they have answered, nor do I think they should.

and let me take my admin hat off for a second and post as an outsider looking in...
With all due respect to Sam (who my MD speaks quite highly of) and Peter, the questions presented are extremely poor in my honest opinion.
What's the next one?
what does BARLA do for the NWC under 12's?, followed by, what does BARLA do for the NWC under xxx, etc, etc.
They are lazy questions and are going to be answered with quotes from the Constitution. It's like the cute child on a Labour party political broadcast, asking MR BROWN, what the government is going to do for her. A question which contains such a broad sweeping area is only going to receive party spiel straight from their manifesto . Peter said the question was very specific, I can't see that, it was a sweeping generalisation in every way.
Put the shoe on the other foot for a moment, would your league answer such a question from one of your clubs any differently? The answer is what you have put down in writing that you will work to provide, ie the constitution.
If a question is more specific to a particular area of interest (as you have just asked with the finance allocation) then a specific answer can be sought.
Somebody asked today what the plans were for touring this year, a couple of quick phone calls and Mick has very nicely popped up and posted a terrific up to date summary.
That is the kind of thing this questions section was intended for, it isn't going to resolve long standing feuds and disputes, that quite frankly (once again without my admin hat on) need to be sorted out face to face.
Whilst you are using this forum as a battleground to cover areas that need to be sorted out face to face, it is undermining the reason and purpose it was set up for, and that is to help the clubs in many ways including financial. Please just pick up the phone and arrange a meeting.

If any junior league club playing within the North West counties league had the balls to ask "what does this commitee or organisation do for our kids rugby" it would be met with a torrent of information detailing the long list of items which are forthcoming through this league. It would be responded to in a professional and timley manner , transparently addressed and the offer that if the club felt that there was more they could do to assist they would be open to any suggestions or ideas. Ask Barla the same question and they quote a constitution. Laughable at the best and just for the record could someone remind us how many of these barla officials have actually attended any of the NWC finals ,which where brilliantly organised, as guest of honour and in support of the future of this great game.Or maybe they was too busy organising the next tour of sunnier climbs!!!!!!!!!!!!!!
